One can define a notion of equivalence betw een them\, such that two equivalent programs cannot be distinguished by th eir inputs/outputs (as if they were black boxes).\n\nUnfortunately this no tion is too strict in practice: when two programs might make errors\, but do "almost the same thing"\, they cannot be equivalent in this sense.
